What they need to do is set up a "Bait" Cart in a parking lot (or?) with something of value and have a plainclothes officer watching.
Once the "reputation" that this is being done then "hopefully" the word would get out and maybe there will be one less thief left on the street
Just takes a few people getting caught and put in newspaper to make them and their friends think twice
