rshoffer, let me clarify "Strict". Let me go on record as saying the rules themselves are not strict. In fact, I think they are very easy to live with.
However, I think enforcement is strict and that is as it should be. Once enforcement becomes lenient things can go down hill fast based on my personal experience.
By the way, did I not read somewhere fountains are allowed?
