When the temperature reaches around 28 degrees F for five consecutive hours, protect your plants by covering them with sheets, blankets, towels, cardboard, or a tarp. Cover the plants before dark to trap them in warm air and don't allow the coverings to touch the foliage.

Lots of folks are covering the foliage but the base of the plant is what needs protection. Also uncover them the next day so the sun will get to them.
My OPINION. There is no need to cover plants that are hardy in our environment. Choosing to plant, plants that are not hardy or marginally hardy, is a mistake-more work.

As far as 28 degrees for five hours, that depends on not only the plant but where it is placed. A sudden drop may well kill a plant that a gradual drop would not.

If, a plant dies, there is a reason for it. Find the why. Unless it was unusual. Wise is not to make the same mistake twice and find a plant that can take what you have not what you wish you have.
