My guess is that the well water is used for irrigation and not potable water. The CDD does not have information on its website for that area regarding source of irrigation water. However North of RT 44, the irrigation water for residential areas comes from the Lower Floridian Aquifer. I suspect that it also is used South of RT 44. This water is non potable. It has hydrogen sulfide in it which is what is the source for the rotten egg smell. The water is treated mildly with chlorination according to the CDD presentation to control biological growth in the piping. When this raw well water is stored it is likely that some of the hydrogen sulfide gas comes out of the water and collects in the tank vapor space.
If the tank has water levels that go up and , no smell happens when the level goes down since fresh air is drawn into the tank. When the level goes up the hydrogen sulfide is pushed out through tank vents and wafts around that area. The irrigation water itself can be smelly as stated in previous threads on why does our irrigation water stink. It is not coming from treated waste water since that is not used for residential irrigation water.
