maybe taking note on how to improve their homes ?
of course you can always call the police about a suspicious cart taking notes .

There had been some discussion as to whether these lady trolls were real of just urban legend, so I my interest was piqued when I observed a golf cart stop in the road and one of the women writing on a clip board and pointing in several places on the property of the neighbor. Then they drove off, and I didn't bother watching anymore.
I follow the rules in most cases, but I have no problem with artistic diversity rather than military housing style of uniform appearance.
