I was going to let it go because I'm getting tired but.... a couple of things that I want to say - 1. A new buyer
NEEDS to know the rules in only 1 district, the one he buys in! That's because he is signing that he will follow them. And 2. We are up to 14 numbered districts now.... not 13.
