The decals can usually be removed using your finger nail, or a PLASTIC scraper, hear from a hair dryer (NOT an industrial heat gun) will also typically soften the decal for removal, then goo gone or similar will remove any residual glue. NOTE: if the cart was in the sun a lot, there may be a shadow of the old names once these are removed. I have no good idea for removing the shadow short of repainting.
As for the LEDs, if you are lucky, this will be a broken or loose wire and can easily be repaired, if you are not lucky, the actual LED strip is damaged and these typically are not repairable. You may not be able to match the existing LED strip light, so I would plan on replacing both.
