I think both bagboy and I know exactly the path to which you are referring.
It is NOT a "road/path/driveway or whatever". It is a golf cart only path for those playing golf at Mallory Hill Country Club. It is an integral part of the course, on private property, and my response stands, as does that of the Caroline starter.
