WOW!!! Have you not seen the crazies racing up to and thru the roundabouts and "straightening out the curve"?? Carts would also be hard to spot entering the road on a lot of the roundabouts.
As to the speed limit, if the sign is white and labeled "speed limit" that is the legal limit. If the sign is "safety yellow" with only a number, that is the recommended or suggested max safe speed. Drivers often ignore the yellow signs. BEWARE!!
