Just out of curiosity, where did you get that 19.8mph number? Florida Statute 320.01(22) states: “Golf cart” means a motor vehicle that is designed and manufactured for operation on a golf course for sporting or recreational purposes and that is not capable of exceeding speeds of 20 miles per hour. I would read that as saying the golf cart is legally allowed to go 20mph.
Maybe there is another Statute?
