Junk mail is a problem. It is usually advertising or solicitations. It is generated because it works. If it did not produce a return greater than the cost, advertisers and solicitors would cease using it. It wastes resources and pollutes our environment. (over flowing trash cans with loose papers and plastics blowing into the ponds and neighborhoods.) Easiest solution might be to take it home and put unwanted mail in home trash. Same as not unwrapping unwanted packaging and leaving it at the store.
In truth, rather than trash cans, dumpsters would allow those that don't want to take junk mail home, a more practical size receptacle for that purpose. Problem then is that some would use them for excessive household trash and junk (old chairs, broken lamps, used auto filters, etc).
Fact is, this is just my opinion. I am not the trash police. Just a neighbor who likes his neighborhood and would like to keep it nice for everyone.
Peace! 🙏
