Actually Bush and others tried to crack down on Freddie and Fannie. It was blocked in congress by the Democrates who accused Bush and the Republications of being on a Freddie and Fannie witch hunt. I remember the Dem's saying everything was just fine with Freddie and Fannie and the then current CEO was doing a wonderful job. Guess we know different now.

For me it was amnesty and the budget where I believe he failed.
