And it is "we" the voters who put them there and keep putting them back. If all Americans would vote for someone other then the incumbant we could solve this problem. But as was said, everyone seems to have the opinion that the worst candidate in "my party" is much better then the best candidate from those other guys. So everyone, continue to vote for your parties candidate and this will continue forever.
