Sounds like something not needed if required in California.
On the quitech you have to remove the pan under the motor and rubber boot that covers the exhaust pipe. The rubber boot has a 2 fingers through the plastic cover that keep it in place. They are easy to undo.

You can drill out the steel wool like spark arresting material in the center of the pipe. I had it done so I am not sure if he used a "special" drill bit.
