Whether Fido pees or poops, and whether you pick up his "marbles" is mostly irrelevant. The problem is neither you nor Fido should be on the neighbors lawn to begin with. Simply put, I stay out of your yard, and you should stay out of mine. Common courtesy and respect for you neighbors. And there are no excuses, like "dogs wander". Your dog is on a leash and can only go where you allow. 100% dog owners responsibility and within owners ability to control.

It is my property, you didn't pay for it, you don't maintain it, you don't pay the property taxes, why is that so hard for dog owners to understand. It is the height of arrogance, conceit and entitlement when you trespass on another's property and expect them to accept your boorish behavior. I can guarantee that if you found someone setting in your parked golf cart taking a rest break you would be livid. I was raised to respect other people's property, seems like many dog owners never received that instruction by their parents. The moral values in this country have gotten pretty low.
