Misleading. An easement allows emergency or utility workers the authority to enter your property for various reasons. A setback is a limit on the size of building for various reasons, like easements for utilities, etc. You own it, care for it, pay taxes on it. There just limits on what you can do with it. Kind of like "zoning" regulations.
If it was TV property, it would be maintained by TV, like all the other common areas.
