Simple solution, instead of complaining:
Install a remote control for your sprinkler system. It solves two problems, moves unwanted on their way and it also waters down urine spots so that they don't burn your grass. Grass will generally revive over time, but once one pooch urinates on it, the next one has to cover the spot with it's own scent. My neighbor's lawn has many yellow spots along the street and he even has his lawn treated every month or two by one of the lawn services like True Green or Massey. If you wish to be a "good" neighbor, you can turn your sprinkler on BEFORE the dog and walker get near your property, causing them time to avoid it. Like they say, "Good fences make good neighbors." That way, you do not need to get into a lose-lose discussion with neighbors you normally like, just because they do not know how to control their pets.
I love dogs, but prefer they go elsewhere to do their business.
Come to think of it, maybe that would make a decent Villages business similar to installing gate pass chips on cars. Hmmmmm......
