Water moccasins are ALL OVER Fl and the south. I was fishing a few years ago in a Fl lake - the water was pretty clear and I was up to my knees in the water. I never felt threatened because most snakes will only attack when they feel threatened - I just kept fishing.
.....If you are anywhere in Fl, you could find a poisonous snake in your backyard. The only thing that can prevent that is if you have a LARGE black snake around.
