Really don't like being the cynic (guess it just comes with age ?) but, why does it seem like those who attend these (as well as the government and the traffic circles seminars) are the very ones who are and have been though out their lives, very responsible and polite individuals. While those who tear around recklessly (just three days ago a golf-cart "flooring" it and while passing a man on a bicycle, screaming an obscenity and telling him to "LEARN to READ buddy, this is for GOLF CARTS"... HOW do you get folks like that to "attend safety seminars" ? That's a rhetorical question in case anyone thinks I'm being serious...LOL ! How do you "teach" people who see signs that say NO DOG FECES IN RECIPROCAL to understand that means everyone, not everyone BUT THEM AND THEIR DOG'S FECES ? Saw that again this week too. Only the caring, respectful, the concerned and "good to the core" people attend seminars, read rules, signs, and covenants. It seems the way of human nature.
