I don't have a bell. If I'm about to pass someone jogging/walking, who is facing the same direction I'm heading, on one of the MMPs I just yell "right behind you" so they know I'm there. I trust walkers/joggers to be smart enough to not suddenly decide to step over to their left at the exact same moment I'm about to pass them, without looking to see if someone is behind them. The yell is loud enough that they'll hear me if they're not wearing ear-buds, but not so loud that it'd shock them into tipping over the edge of the road.
