This should get interesting really fast. "ticketing ALL" carts going over 20mph? They are going to be really busy. And really unpopular.

Oh, yeah, gonna get real interesting. I can just see the little clipboard lady pulling over some big angry guy and writing him a ticket for 21mph on the MMP.
