how is this supposed to be enforced? there is no id or plate number. you don't need a drivers license. A 300 pound man speeding will be courteous to a 120 pound woman giving a ticket? I think not. People will just refuse the ticket or throw it away. How will this be enforced and protect the ticket givers from violence?
