With summer coming up this is a great idea! Summer is very hard on small dogs walking on or near pavement, if more people put out water it would be nice.

Sure was nice of them. But the fact remains that YOUR dog is YOUR responsibility. No dog owner (I used to be one) should expect others to provide for their dog. Being a good and responsible dog owner means protecting and providing your dog. Don't expect neighbors to provide food, water, toilet facilities (that means "keep off the neighbors grass, no excuses!"), etc. When you got a dog (or any pet) you and you alone became responsible for it, 100% of the time.
