With summer coming up this is a great idea! Summer is very hard on small dogs walking on or near pavement, if more people put out water it would be nice.

The comment to which you refer has nothing to do with being a responsible dog owner.

It does have to do with being kind and considerate and a nice person.

"When you 'got' (sic) a dog . . ." Yeah, right. I get it 100%!
