The comment to which you refer has nothing to do with being a responsible dog owner.

It does have to do with being kind and considerate and a nice person.

"When you 'got' (sic) a dog . . ." Yeah, right. I get it 100%!
I have shared my life and home with 8 dogs over the years. When I got a dog it was either a gift I had asked for, purchased, adopted, rescued or inherited. I loved them all. As to my comment "speaks volumes about what kind of dog owner"I was, Thank You! However I got my dogs, I provided them with a safe and comfortable home with good food, plenty of fresh water, healthy treats and snacks, plenty of exercise, regular medical checkups, and loads of love.
Some of my neighbor's loved my dogs, others, not so much. Each had their own reasons for their feelings. When we went out, I carried water and treats as I preferred they not eat or drink from potentially contaminated sources (communal water bowls). I never let them approach anyone unless that person asked for interaction. My dogs never were allowed access to anyone yard. Never had anyone say a negative thing about my dogs. My dogs lived happy and healthy lives. I think I did just fine.
