No, there is no reason for free speech to be denied to a previous administration member. All bets were off when Carter violated the unwritten courtesy of criticizing the present administration.
Also, I don't remember a current administration criticizing and blaming the past administration for everything that is going wrong with his own policies like Obama has and still is doing.
