One: You guess.
Two: If you go to The Villages web page and search for new homes for sale, you'll get a list of "Pending" homes. Use the model names to search the Sumter County permit site.

This approach is imperfect. If you look at the Sumter County interactive map, you can zoom in on the new DeLuna area and see lots of roads and lots. But there's no link from there to the permits. If you're familiar with TV you can kind of guess what sorts of houses are being built where; the shape of the lots gives you good hints.

Note that all this only works for construction in Sumter County. There is also new construction happening on the north side of the Turnpike down toward Leesburg. As far as I can tell, their online resources are not as sophisticated and up to date as Sumter County's; I couldn't find any info on the houses being built there.
