That's basically why there's even this new rule in the first place. It exists to rile people up and create mobs against teachers, against public education, against the LGBTQ+ demographic, against anything that doesn't fit a certain political agenda. That way, when anyone says "but that's unfair" the mob can be a mob, and bully anyone who disagrees into complacency. Eventually, people stop fighting, and we end up with restrictions and reduced freedom for all - except the few who make the rules.
