Going out and being SEEN out reinforces the human NEED for social interplay. It probably goes way back to caveman times when group survivability was greater than individual survivability. Retired people no longer have workgroups so they need to create other groups. "Dressing up" to go out also adds to the overall idea of doing something important with ones's life (in retirement).
