The law (I read it in its entirety) specifies that at least two bathrooms need to have them, and they need to be made available to any/all genders. Most schools have a boys "group" bathroom with multiple stalls, a girls "group" bathroom with multiple stalls, and a "gender unspecified" single-stall bathroom (usually used by teachers but not always exclusive to them).
So the schools can put one up in the girls room and one in the non-specific room. They're not obligated to put one up in the boys' room unless there's no non-specific one. That would cover the requirements of the law.
