EDIT: I was replying to a deleted post, but the post was a valid concern. It /is/ an invasive application.
It looks more to me like they want transparency on whether or not the applicant has a financial interest in anything that would be involved with the subject matter of the board.
For instance - if ARC is informed that someone's house is in disrepair, and an ARC member is partner in a home repair company, it might be a conflict of interest for him to be involved in the situation. Very easy for him to get all the repair jobs, just by knowing that someone's complaining about a neighbor's house.
