Number one advice is be aware and use your mirrors frequently. The roads are increasingly populated with speed racers slaloming through the traffic lanes. Remember for example, 5 miles an hour faster for a 3 hour highway trip will only result in an average difference of 15 miles, or maybe 10 minutes.
Bottom line just slow down, be aware of traffic, car or cart and everyone goes home.

I hate to disagree with a LEO of your extensive experience, however, the following excerpts are from 4 articles on the subject:

And yes, there are some articles that state excess speed is the major cause, but slow seems to outnumber them 4:1. I'm sure you've observed the zoo on an interstate when somebody is driving slow in the left lane. And I just think it's that much worse when someone does it
intentionally because they want to impose
their idea of an appropriate speed on everyone else.
