Regardless of enforcement of the rules, those are the rules. And - if you were to get into an accident with a golf cart that is set to go faster than 20mph, whoever you hit would have a case to take you to the cleaners because you were driving the vehicle illegally.
In addition, an LSV can't legally cross 466, 466A, or 44. On 441 there is only one place to cross legally, and that's up at Stonecrest, which Villagers have no access to by golf cart (or LSV).

Untrue - allowance on the golf course is dependant on the type of tire not LSV classification.
