Not defending the people you hired but oil on cement is virtually impossible to remove as it soaks into the porous cement. Detergent will thin the oil and remove some but allow the rest to soak in further. Traditional is muriatic acid. It is cheap and works. BEWARE, it is diluted HYDOCLORIC acid. Will like take several applications. As it will take several applications you will probably need to do it yourself. READ on the internet. Have proper equipment, eye protection proper gloves. Wash it into the street.
