They told me it was the bond,that was issued to put in the streets, utility etc. so all newer houses have one. (it also has an astirik * that says assessments vary by unit) In older resales it would have been paid off already.
I don't know if this is correct but I think it is. On my sheet the amenities fee is listed as Contractural amenities fee and is higher up on the list.
