As I understand it, if you make a call to an overseas number, the U.S. has an international agreement that the charge for the call will be collected from you by your phone provider. Note, that some of these numbers do not require extra digit dialing. You may be stuck to pay for the call because you actually placed the call, and your phone provider must reimburse the overseas company. That is why you should never return a call to a number that you are not familiar with.
