Vests, fake or real are not the problem. True service animals should, imho, have a way to be identified and have proof that they aren't phonies, like most seem to be. There seems to be no way to know if someone is in need of help or is just running the "I want my doggie" scam. Laws should require proof of training, type of service and the ability or requirement to provide proof on request by an establishment so that the scammers can't expose those with "anti-animal" problems (weakened immune systems, allergies, anxiety, ) to fake service pets.

I agree, but the problem is the Federal disability law. Write your Congressperson.
