No, in this case it was quasi rush hour with traffic in both lanes, moving about the same speed. In traffic conditions such as this, both lanes are thru traffic lanes, not a thru traffic lane and a passing lane. When he did pass, he had jumped into a space in the right lane roughly 1 1/2 car lengths causing the guy in the right lane to hit his brakes, then tailgated the car ahead of him until it sped up and moved into the left lane. This allowed him quite a bit of space to move ahead. His actions coincidentally allowed me to move right safely and sanely for my turn at Morse.
