If you have a leaf blower, there are kit for cleaning gutters FROM THE GROUND. You will get dusty/dirty, but at the home up North, I did this several times a year, and saved a pile of money. This work best if there has not been any rain for a few days. Always wear safety goggles, a brimmed hat and suitable clothing. Leaves will end up on the ground, so if you schedule just before a lawn cutting you will get additional fertilizer.
As for your original question, I would look into a handyman with this type of equipment, much safer than going on the roof.
