If the zoo to which you refer is the big one on the hill on Connecticut Ave, it is part of the Smithsonian and, I assume, funded through that organization. If, on the other hand, you were referring to the zoo in the big white building on the hill on Constitution Ave, that one is totally independent, is funded separately and evidently with unlimited funds, and answers to no one.
