Reluctantly, I must say that
with Muncle on this matter. It pains me to see police blotter items wherein residents of TV are "underage," because it almost automatically follows that the individual is in some way "impaired." Most of the time, I'm afraid it means that the individual is a drug addict, an alcoholic, or mentally "deficient."
It always makes me sad.
