We used one of those for our 21 lb pooch but just use a harness and a leash for our smaller dog who likes to be on laps.

I use the older dog seat in the car as it would be dangerous to have the dog my lap so much as in the car. I take it rather easy in the golf cart and am often passed by just about anything in the golf cart path going in the same direction.
