Note that, staring in January, 2023, all HVAC units installed in the southern states must have a minimum SEER efficiency rating of 15. The current requirement is SEER 14. So, if you are buying a new unit this year, the contractor may want to sell you an SEER 14 unit because he cannot sell it next year. Personally, I would insist on the SEER 15 unit to avoid buying an obsolete unit. But, if you want a bargain, you should be able to get a large discount on any SEER 14 units that are in stock. Typically, a higher SEER rating is achieved by making the condenser unit (outside unit) larger with more coil and fin surface area for better heat transfer.
