Yeah, this thread is mainly about golf carts, which I know nothing about. But as you can see, one poster used the word 'highway' and how I should slow down when I drive, and that led to my question.

Yeah, I have done that several times. We lived in the flatland part of Virginia but we loved to vacation in West Virginia where some of the 2-lane roads are very tricky. The locals were used to the roads and would drive much faster than us, so we would often pull over and let them pass.
