I don't think there is such a thing as a Florida "non-resident:" permit. Any resident of the US can apply for a Florida permit and if you meet the qualifications you'll get one.
If you look at the list of requirements on the FDAC page, being a Florida resident is not one of them.
When I was renting last April I made an appointment at a Florida Dept of Agriculture office in Tampa. They took me on time, took a copy of my application, Mass. LTC and A Safety Course certificate and took my picture and fingerprints. All in about 15 minutes. It was pretty painless.
They told me It would take 60 - 90 days for them to mail me the License but 7 days later it showed up with my other forwarded mail in my mailbox in the villages.
I'm looking at it now and there is no address on it. I assume it's the same license a Florida resident gets.
