1. It has an immediate impact of driving down prices for gasoline
2. The US doesn't give away the soil you know… They sell it on the open market at current prices. Then at a later date.....when the prices go down they will replenish the reserves at the lower value. The US government made 100's of millions of dollars off of this sale.
