I think they keep the gates as a selling point for new buyers “Look we protect you”…if new, perspective buyers only knew the stupidity of how those gates are managed 🙄
The gates cause (most) drivers to stop and swipe. on many multimodal crossings you can see the gate down but not the car, like the one on Hillsborough and Buena Vista. A speed bump might cause (most) drivers to slow down but not solve the visibility issue.
