Phones, fax machines, e-mail addresses, a reliable computer, credentials that allow them to access data from their sources, paper, pens, printers with enough ink to print out pages, and probably a desk would be helpful. Critical thinking skills are a good thing too, I imagine.
You don't have to be an expert heart surgeon to know that the heart is an organ of the body that your body needs to function. You just need to know ENOUGH to be capable of looking up facts, and have a few critical thinking skills. That way you can dismiss the sources that insist that the heart isn't a vital organ, humans don't need it, they're actually symptoms of deadly disease, and human hearts should be removed at birth and injected with kerosene so they don't spread disease to the surgeon.
Fact checkers can also be computer constructs, they don't necessarily have to be people. It depends on what facts the fact checker is tasked with checking.
