Actually no infrastructure needed to play baseball.
As a kid living in Brooklyn we painted bases on the street, choose up sides and off we went only stopping when cars were going by. Parents as umpries or referees not needed or wanted for that matter.
Will say we used either our hands for punchball or a stick as a bat for stickball.
