Spectrum is not the same as Quantum Fiber. Quantum Fiber is what used to be called CenturyLink. I agree that if you have a choice, Quantum (aka CenturyLink) is a good choice. I have had them for over 8 years and no issues and a "one price for life" cost. I suspect Richmond might not be wired for Quantum ???
